Phostoxin® Update
In late April of this year the US EPA issued a Request For Proposal (RFP) to developers interested in creating a National Fumigation Training Manual. This is the first step in the quest to have a uniform training format for all fumigators in the United States. Below is a the official "Description" of the task.
"Solicitation Number: PR-HQ-05-10192 Title: "Job Analysis and Training Manual for Pesticide Applicators Seeking Initial Certification to Apply Fumigants to Mediums other than Soil" Background EPA's Office of Pesticide Programs is responsible for approving programs to certify commercial pesticide applicators as competent. Generally, this is done through delegation of the program to a state lead agency, whereby applicators are required to pass a core exam, followed by a category exam. While most categories differ significantly between states, standards of competency for fumigation of mediums other than soil is inherently similar throughout the country. In order to promote consistency in training throughout the country, the EPA is committed to developing training materials on fumigation to be distributed to the states for use in their certification and training programs. General Scope of Work EPA seeks support in developing training materials/programs to ensure competent applicators are certified to use fumigants. The purpose of this contract is to support the Environmental Protection Agency in the evaluation of existing training materials, the development of a job analysis, and the production of a training manual, PowerPoint training tool and video/DVD for pesticide applicators seeking initial certification to apply pesticides in any medium save soil. Other This action is being conducted competitively as a total small business set aside in accordance with Federal Acquisition Regulation (FAR) Subpart 19.5. Competition is limited to qualified small business concerns as defined by the criteria and size standards in 13 CFR Part 121 (also see FAR Part 19.102) at the time of submission of offer. The The applicable North American Industry Classification System (NAICS) code is 541620 with a size standard of $6.0 million for potential small and small disadvantaged businesses. The potential contract is anticipated to be a Firm-Fixed-Price type with an estimated period of performance of one (1)-twelve month Base Period; plus two (2)-twelve month option periods. The estimated value of this contract is between $250K and $500K. Any interested small business concerns are advised of the language in the Federal Acquisition Regulation (FAR) Clause 52.219-14 "Limitations on Subcontracting" paragraph (b)(1) which states that under a small business set-aside contract for services "at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern." In accordance with Federal policy under FAR Part 37, the proposed work under this contract is considered "performance-based." Request for Proposals (RFP) is anticipated to be available on or about 08 April, 2005. Proposal submission shall be due forty-five (45) calendar days after the RFP issuance date. Methyl Bromide Update The following information is quoted from the Great Lakes Chemical Corporation (GLCC) "Fumigation Fax" April issue.
DOT Shipping Description and container markings change On December 20, 2004, the Department of Transportation (DOT) amended the hazardous material regulations to align with international standards for certain materials. These amendments included the addition of chloropicrin to the marine pollutants list. This means that products containing >10% chloropicrin will be regulated as marine pollutants after January 1, 2006.
NOTE: This change in classification does not apply to 100% methyl
bromide products or methyl bromide products containing Products containing >10% chloropicrin must be marked with the Marine Pollutant mark (see 49 CFR 172.322) and be identified in the shipping description as a Marine Pollutant. Examples of shipping descriptions are: For methyl bromide/chloropicrin mixtures with > 10% chloropicrin:

Although the compliance date for implementing these DOT shipping changes is January 1, 2006, Great Lakes implemented the changes on April 1, 2005. You will see the Marine Pollutant marking on applicable containers and the revised shipping descriptions on Bills of Lading. Requirements for placement of the Marine Pollutant marking on non-bulk and bulk containers can be found at 49 CFR 172.322. You can purchase the Marine Pollutant marking from DOT label/placard supply companies. Great Lakes Chemical has also updated corresponding MSDS with this transportation information.
Meth-O-Gas® Website Training - Policy Change Great Lakes has revised the Meth-O-Gas® Website Training policy. The Website training site was originally created for refresher training. However, due to an overwhelming customer response, we have decided to also make the website training available to applicators for initial, first-time training. However, access to the website training will continue to be controlled by using a secure log-in. For refresher training: At log-in you will need the last 4 digits of your Social Security Number (or assigned PIN number) and your 4-digit Meth-O-Gas® training card number. Previously trained applicators were issued a Meth-O-Gas Applicator Training Certificate card, which contains the training card number. NOTE: If you didn’t give us your SSN number at a previous training session, you were assigned a PIN number for that entry. Please contact Great Lakes for assistance. For first time training: applicators must contact Great Lakes at 800-378-9451 or mhowland@glcc.com to be assigned a “Meth-O-Gas® Applicator Training Card Number” and to complete a set up procedure that will allow you access to the training site. The set up information you will provide includes your address, business/employer information, last 4 digits of your Social Security Number, and applicator certification license number/state. Once this information has been processed you will be allowed access to the training site on the Ag Products website, www.glcc-agproducts.com. NOTE: Website access is usually granted on the same day the set up is completed. Completion of the Meth-O-Gas® web training includes, viewing the online training presentation, reviewing training materials, and taking an online test. You must pass the test to satisfy our training requirement for another 2 years. Successful completion of the Great Lakes training/test and maintaining a current and applicable state Applicator Certification license will allow you to purchase Meth-O-Gas® products.
